The Rashtriya Lok Morcha (RLM), founded in February 2023 by Shri Upendra Kushwaha along with senior leaders Shri Madhaw Anand and Shri Jitendra Nath, is a political movement deeply inspired by the thoughts of Loknayak Jayaprakash Narayan. Born out of a principled split from Janata Dal (United), RLM stands for the ideals of social justice, nationalism, educational reform, and inclusive development—especially for the marginalized communities of Bihar.

Guided by the visionary leadership of Shri Upendra Kushwaha, a mass leader with unparalleled support among the OBC community, particularly the Kushwaha caste, RLM is committed to driving transformative change. However, the party’s vision transcends caste lines. It seeks to build a Self-Reliant Bihar through quality education, women's empowerment, industrial growth, and sustainable economic progress.

Our Philosophy

At the heart of Rashtriya Lok Morcha’s ideology lies a firm commitment to justice, equity, and democratic reform.

A key pillar of our vision is the demand for a comprehensive caste-based census. Shri Upendra Kushwaha has consistently criticized past surveys as inadequate and superficial. RLM advocates for a full-spectrum census that includes socio-economic data, enabling the government to design truly inclusive policies that uplift marginalized communities, especially the OBCs, Dalits, and economically weaker sections.

We strongly oppose the current judicial collegium system, which remains opaque and inherently biased against underrepresented groups. RLM believes in a transparent and democratic appointment process in the judiciary that ensures diversity and inclusion, giving voice to the oppressed and the overlooked.

Education reform is central to our mission. RLM champions merit-based recruitment of teachers through independent bodies like the Bihar Public Service Commission (BPSC) and opposes the practice of burdening educators with non-academic administrative duties. We believe teachers should be empowered to focus on their core responsibility — nation-building through education.

Furthermore, RLM calls for urgent delimitation of constituencies to reflect the realities of population shifts and ensure fair political representation. Equitable representation is essential for balanced regional development and participatory democracy.

Rashtriya Lok Morcha (RLM) - Ideological Framework & Core Philosophy

The Rashtriya Lok Morcha (RLM), inspired by Loknayak Jayaprakash Narayan, stands for justice, equality, and empowerment of the people—particularly the marginalized and underrepresented. We present the core pillars of our ideology:

1. Land Reforms and Agrarian Justice

RLM advocates for the redistribution of surplus and government-held land to landless farmers. Proper enforcement of land ceiling laws and land ownership rights for rural communities will create agricultural self-reliance.

  • Fact: Over 50% of Bihar’s rural population is landless or marginal farmers.
2. Education Reform in Bihar

We propose that the Bihar State Board adopt the CBSE curriculum, ensuring national-level education standards. Teachers should be recruited through BPSC and trained under a model similar to Kendriya Vidyalayas.

  • Fact: Bihar suffers from low learning outcomes and inadequate teacher quality due to poor infrastructure and untrained staff.
3. Youth Employment Mission

Launch a Bihar-specific employment guarantee scheme for educated youth. Focus areas include skills training, apprenticeships, start-up incubation, and public-private partnerships.

  • Fact: Bihar’s youth unemployment rate is among the highest in India, with massive out-migration.
4. Delimitation Reform and Equal Representation

RLM demands a revised Delimitation Act that reflects current demographic realities and ensures equal vote power in Lok Sabha, Rajya Sabha, and State Assemblies.

  • Fact: Bihar is underrepresented in Parliament due to outdated 1971 population figures.
5. Caste-Based Census

We demand a comprehensive caste census, including socio-economic profiling, to design data-driven welfare policies that benefit marginalized sections.

  • Fact: No caste census has been conducted since 1931.
6. Women’s Reservation and Political Empowerment

RLM supports 33% reservation for women in Parliament and State Assemblies. We will further promote women’s economic empowerment via SHGs, government contracts, and financial access.

  • Fact: Women’s participation in legislatures is just 14% in Lok Sabha despite being half the population.
7. Judicial Reforms

RLM proposes the replacement of the collegium system with a constitutional commission to select judges based on merit through examination and transparent evaluation. Judicial dynasties must end.

  • Fact: Over 70% of High Court judges come from judicial families.
8. Industrialization & SEZs in Bihar

RLM advocates for the creation of tax-free Special Economic Zones (SEZs) to boost agro-based industries, create local employment, and curb distress migration.

  • Fact: Despite having rich labor and land, Bihar contributes just 1.3% to India’s industrial output.
9. Digital and Financial Inclusion

Ensure digital literacy and banking access for all, especially in rural Bihar. Expand the Student Credit Card scheme limit to ₹10 lakh to cover higher education, competitive coaching, and skill-based courses.

  • Fact: Digital penetration remains low in rural Bihar; only 12.5% actively use digital banking.
10. Environmental Sustainability and Water Security

Launch community-driven initiatives for river rejuvenation, forest preservation, solar energy, and disaster resilience, especially in flood-affected and drought-prone districts.

  • Fact: Bihar faces annual floods affecting 76+ lakh people, with minimal ecological planning.
11. National Identity and Cultural Recognition

Promote Bihar’s historical identity by:

  • Celebrating Samrat Ashoka Jayanti nationally
  • Renaming Patna as Pataliputra
  • Renaming Sitamarhi Medical College after Shaheed Ramphal Mandal
  • Amending Bodh Gaya Temple Act to give Buddhists rightful representation
  • Declaring Savitribai Phule Jayanti as Mahila Shiksha Diwas
  • Fact: Cultural recognition strengthens state pride and national unity.
12. Bihar State Domicile Preference in Government Jobs

Implement state domicile preference in police and subordinate government jobs to ensure Bihar’s youth are prioritized in local employment opportunities.

  • Fact: Domicile-based hiring is practiced in several Indian states, including Jharkhand and MP.
Social Justice & Representation

RLM strongly advocates for a comprehensive caste-based census to enable data-driven policymaking for historically marginalized communities. The party also calls for judicial reforms to replace the opaque collegium system with a transparent, merit-based appointment process, ensuring fair representation for Dalits, OBCs, and economically weaker sections.

  • Delimitation as a Democratic Imperative: RLM believes that every vote must carry equal weight. The party demands urgent reforms in delimitation laws and commission mandates to ensure fair and proportional representation of Bihar and other populous states in the Lok Sabha, Rajya Sabha, and State Assemblies.
  • A democracy cannot function effectively when representation is frozen based on outdated population data.
  • Educational Reforms: RLM envisions a complete overhaul of Bihar’s education system, aligning the State Board syllabus with CBSE standards. Teacher recruitment through BPSC and elimination of non-academic burdens on educators are central to enhancing learning outcomes and accountability in schools.
  • Women’s Empowerment: With organizational wings like the Mahila Lok Morcha, RLM actively promotes women’s leadership in political and public life. The party supports 33% reservation for women in legislatures and works to eliminate gender disparities through empowerment programs and representation in governance.
  • Inclusive Economic Development: RLM is committed to building a Self-Reliant Bihar through industrialization, entrepreneurship, and employment generation. We support the creation of Special Economic Zones (SEZs) and pro-agriculture industries to generate local jobs and reduce distress migration.

History of the Party

2013

Formation of Rashtriya Lok Samata Party (RLSP)

Drawing from over 15 years of experience in the Samata Party and Janata Dal (United), Shri Upendra Kushwaha founded the Rashtriya Lok Samata Party (RLSP) with a vision to represent marginalized and backward communities, focusing on social justice and education reform in Bihar.

2014

Alliance with NDA & Parliamentary Success

RLSP joined the National Democratic Alliance (NDA) for the 2014 General Elections and won three Lok Sabha seats in Bihar. Shri Upendra Kushwaha was appointed Minister of State for Rural Development, Panchayati Raj, and Drinking Water & Sanitation in the Narendra Modi-led central government.

2015

Participation in Bihar Assembly Elections

RLSP contested 42 seats in the 2015 Bihar Assembly Elections as a key constituent of the NDA. While securing 2 seats, the party strengthened its grassroots presence and began restructuring its organizational base.

2018

Push for Education & Rural Reforms

Under Shri Upendra Kushwaha’s leadership, RLSP strongly advocated for teacher recruitment via BPSC, 75% compulsory attendance, and improved rural infrastructure, reinforcing its commitment to backward and rural populations.

2019

Call for Judicial Reform

Shri Upendra Kushwaha declared that “Justice Without Representation is Injustice,” criticizing the collegium system as undemocratic and excluding SC/ST/Dalit voices. RLSP began demanding a constitutionally empowered, merit-based judicial appointment body.

2020

Independent Contest and Strategic Vote Share

RLSP contested 104 seats independently in the 2020 Bihar Assembly Elections, securing approximately 2.3% vote share from backward communities. Though it won no seats, RLSP influenced the outcome by contributing to vote splits that cost JD(U) over 25-30 close seats.

2021

Merger with JD(U) and Leadership Role

Recognizing RLSP’s strategic influence, Shri Nitish Kumar invited a merger with JD(U). It was formalized in 2021, with Shri Upendra Kushwaha appointed Chairman of JD(U)’s Parliamentary Board and nominated to the Bihar Legislative Council.

2023

Leadership Rift and Stand Against Dynastic Politics

As JD(U) leaned towards RJD and promoting Tejashwi Yadav, Shri Upendra Kushwaha opposed dynastic succession and raised concerns over a return to the “Jungle Raj” era. His opposition to this direction led to a rift and his eventual exit from JD(U).

2023

Formation of Rashtriya Lok Janata Dal (RLJD)

On February 20, 2023, Shri Upendra Kushwaha launched RLJD with grassroots support and backing from Mahatma Phule Samata Parishad. The new platform revived the mission of social justice and educational empowerment for backward communities.

2024

Rebranding to Rashtriya Lok Morcha (RLM)

After the Election Commission denied registration under the RLJD name, the party was rebranded as Rashtriya Lok Morcha (RLM) on February 18, 2024. Leaders like Shri Jitendra Nath and Shri Ramesh Singh Kushwaha joined, strengthening grassroots presence and organizational structure.

2025

Vision for Bihar and Legislative Agenda

As Bihar heads toward the 2025 elections, RLM has laid out a transformative agenda, including:

  • Delimitation for Equal Representation: Ensuring every vote carries equal weight in Bihar’s electoral landscape.
  • Nationalism & Secularism: Promoting unity, integrity, and corruption-free governance beyond appeasement politics.
  • Comprehensive Education Reform: Implementing CBSE curriculum, BPSC-led recruitment, and enhancing public education.
  • Caste-Based Census: Designing inclusive policies based on present socio-economic data.
  • Women’s Empowerment: Advocating 33% reservation and increased access to credit, jobs, and leadership for women.

    Why should a young person leave home to survive? We will set up district-based employment zones, tailored to local strengths—whether agriculture, crafts, technology, or tourism. Every district will have a GDP growth goal and job creation index.

    Politics must reflect people, not history books. We will push for delimitation reform so that Bihar’s growing population gets its due voice in Parliament and Assemblies.

    We will advocate for a merit-based, inclusive judicial selection system, opening doors for young legal minds from backward and marginalized communities. Bihar must believe the system belongs to them.

    Every district will have its own economic identity—be it food processing, bamboo products, textiles, or clean energy. With Special Economic Zones, we’ll turn Bihar into a network of local economies.

    We will reserve state-level public jobs for Bihar’s youth, especially in police, administration, and public services—because growth must begin with those who call Bihar home.
